UC Plans Presented to Caspar

On Sunday, December 8th, at 3pm in the Caspar Community Center, the "Charrette Group" under University of California Professor Randy Hester's direction will reveal their new plans for "Caspar from the Center Out." These plans are the result of an intensive community planning session held in October.

"The charrette was an exhilarating process that involved a large, diverse, and vitally interested group of neighbors," summed up Michael Potts, Caspar Community board member who is shepherding the planning process. "Eighty people attended the charrette, and came up with so many new, good ideas, that I am glad the UC team has the skill and experience to put them together for us."

Six years ago the Caspar Community recognized they needed professional help with planning if their goal was to "preserve the quality of all life" in their village, and called on the University's Town Planning faculty then. This follow-up planning round addresses changes in circumstances that were not anticipated in the first round, completed in 1999. "We preserved the headland, acquired a community center, and now we expect to be able to secure the town square. These successes change the possibilities in 'downtown Caspar' so much that we need to refine our overall plan. After all, if you're planning for the next hundred years, you must always be willing to revise to fit reality," explained Meridian Green, another Caspar board member.

Amenities suggested by members of the October charrette included better off-street parking, calmer vehicular circulation, places to sit and enjoy the sun out of the wind, to picnic and play, a post office, and a bakery. "I can barely wait to see how the UC team has blended our ideas," Potts admitted.
